  15. WASHINGTON, Oct. 3 (EIRNS)--A behavior control research
  16. project was begun in the 1950s, coordinated by the British
  17. psychological warfare unit called the Tavistock Institute, with
  18. the Scottish Rite Masons, the Central Intelligence Agency, and
  19. other British, U.S., Canadian, and United Nations agencies. The
  20. project became notorious in the 1970s under a CIA code name,
  21. ``MK-Ultra,'' and was investigated by the Senate for numerous
  22. abuses. 
  23.     In a groundbreaking study published in the Oct. 7, 1994
  24. issue of Executive Intelligence Review, the magazine founded by
  25. Lyndon H. LaRouche, Jr., historian Anton Chaitkin connects this
  26. project to the threatened and accomplished assassination of
  27. political leaders, which has become increasingly frequent in
  28. public life since the 1960s. ``Just since the 1992 election
  29. campaign, for example, President Bill Clinton has been the target
  30. of at least 15 assassination threats. Many of these would-be
  31. killers, and many of the assassins of past years, had been in
  32. destructive 
  33. psychiatric programs, or were members of
  34. psychiatrically manipulated cults,'' Chaitkin explains. 
  35.     ``A great obstacle to clear thinking in this area has been
  36. the assumption that the U.S. government would not sponsor
  37. programs for the murder of American leaders. This logical
  38. assumption misses the point, that the overall project, including
  39. `MK-Ultra,' has been foreign-sponsored and anti-American in its
  40. purposes,'' he writes. 
  41.     The 12-page EIR cover story, written in the form of an
  42. informational dossier captioned "For Your Reference Files,"
  43. outlines the British background of this deeply criminal
  44. enterprise, with its roots in the political and psychiatric
  45. movement called eugenics. It begins with the buildup to World War
  46. I in 1909-13, when the Rockefeller Foundation was created and
  47. lavishly funded with Standard Oil profits, in parallel with the
  48. birth of the British-inspired Federal Reserve, the Internal
  49. Revenue Service, and the Federal Bureau of Investigation. 
  50.     The article continue with such subtopics as: the 1920s: the
